How to Do Business With ICA
ICA has several contractual vehicles for federal government clients to access our professional services and technical experts. This includes prime contracts as described below.
ICA holds a Small Business Administration (SBA) 8(a) certification, which qualifies ICA as eligible to contract directly with federal agencies, and to compete for the SBA program’s sole-source and competitive set-aside contracts.
As a participant in the 8(a) program, ICA can receive sole source contracts up to a ceiling of $4 million annually for goods and services. The Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, such as ICA.
ICA meets the rigorous criteria for 8(a) certification, and has continually shown that it is a viable and strong business for more than five years.
Steps to Establish an 8(a) Sole Source Contract
- The government program manager or interested party develops a statement of work, prepares a government estimate, and obtains the necessary funding.
- The government program manager or interested party chooses a specific 8(a) contractor, such as ICA, to perform the work and submits a procurement request to the agency contracting officer.
- The agency contracting officer prepares and submits an “Offer Letter” to the SBA Business Development Specialist.
- SBA processes the Offer Letter and returns it to the agency contracting officer who submits the Statement of Work and Request for Proposal or Quotation.
- ICA submits the proposal which is evaluated and negotiated (if necessary) by the agency.
- The contract is awarded to ICA.
- These steps can typically be accomplished within a few days. ICA has a strong and productive working relationship with the SBA-assigned Business Development Specialist (BDS) who is willing to help clarify questions related to the 8(a) program and facilitate any contract award.

Domains
The OASIS+ contract scope is organized by domains or functional groupings of related services spanning multiple NAICs codes. Domains and the NAICS codes listed under the domains are designed to align order requirements to qualified industry partners. Each domain is limited to the NAICS codes and associated size standards specifically listed under that domain.

- Research and Development. This domain includes any requirements in support of Research and Development activities. R&D activities may be aimed at achieving either specific or general objectives. The term R&D includes basic research, applied research and experimental development. Services include conducting R&D in: the physical, engineering and life sciences; nanotechnology; biotechnology; and social sciences and humanities.
